Yo uso rpg maker xp y pokemon essentials

Rpg maker vx ace es la ultima version del rpg maker, y pues lo ando estudiando para eso aunque no me agrado mucho en cuanto a gráficas para crear mi propia base

El vx tampoco tiene, pero el tamaño de sprites, tiles, etc... No me gustaron para nada :/

El xp tiene mejor resolución de graficas

Tiene muchas funciones agradables, pero el tamaño de los gráficos es algo incómodo

seria una pena no poder llevar los tiles de tu base al mundo del romhackig español...

I use paint (the old one) to make the sprites and tiles. Normally I beging choosing some colours using Photshop, although if you prefer GIMP or some other program is fine too.
Then I draw the outlines and use some colour to separate double lines. When I feel I need some new colour, I use Photoshop again.

When the tile/sprite is finished, I open it with photoshop and change the colurs manually. I try to use colours little saturation and not too much brigth.
I don't know if GIMP has this utility, but it is very helpful:
